Twenty questions buyers ask before a first custom bag programme, grouped under eight headings: who is answering, MOQ and sampling, lead time, quality and inspection, price and payment, compliance, shipping, and communication. The figures behind them are identical everywhere on this site — MOQ 500 pcs per style and colourway, sampling 6-10 working days, bulk 35-50 days from sample approval, inspection at AQL 2.5 under ISO 2859-1, payment T/T 30/70, shipment FOB Xiamen.
The same six figures sit behind every answer on this page: MOQ 500 pcs per style and colourway, sampling 6-10 working days, bulk 35-50 days from sample approval, inspection at AQL 2.5 under ISO 2859-1, payment T/T 30/70, shipment FOB Xiamen. If a quotation anywhere on this site states a different number for any of them, the quotation is wrong.
Who Is Answering These Questions, and What Is Your Role?
The first three questions a buying team asks are rarely written down, and they are the ones that decide whether the rest of the conversation is worth having. They concern the entity that signs, the entity that owns the machines, and the length of time the arrangement has been running. All three have short answers, and all three are checkable.
Is QUANZHOU JUNYUAN BAGS the name that goes on the contract?
Yes. QUANZHOU JUNYUAN BAGS is the brand that appears on the quotation, the inspection report, the packing list and the commercial invoice, and it is the entity that carries responsibility once a signed document exists. KEEP PERFECT BAGS is the name on the masthead of this site and nothing else. The full registered legal name is printed exactly once across the whole site, on the about page, and every other reference points back to it — repetition is how inaccurate versions of a legal name end up inside bank paperwork and customs entry documents.
Programmes have been coordinated since 2014, which is 12+ years of continuous work. Twelve years changes exactly two things a buyer benefits from: the set of constructions that can be quoted without research, and the number of failures that have already been seen once. Neither makes a page sound impressive, and both are worth more than an adjective.
Who owns the machines, and who runs the programme?
These are two different questions and they have two different answers. The programme — planning, specification review, scheduling, inspection and export documentation — is run from Quanzhou, Fujian as sourcing and programme management. Ownership of the buildings, machines and employment contracts sits with an SGS-validated partner production facility, and planning is done against its real numbers: 7 production lines, 149 machines and 200,000 pcs per month of installed capacity.
Stating that separation costs a little pride and saves a great deal of trouble. A buyer who believes they are buying from the owner of a building will eventually ask that owner to absorb a loss, and will discover that the signature on the quotation belongs to somebody with a different set of assets. A buyer who knows the allocation from the first week writes it into the purchase order instead, and knows exactly which conversation to have when something goes wrong.

What Are the MOQ and Sampling Rules?
MOQ questions are usually asked as a negotiation and answered as an explanation. The number itself is not a matter of policy; it is a consequence of what has to happen before the first unit can be cut. The block below states the locked parameters, and the table that follows shows what happens to those parameters when one quantity is divided.

Why is the minimum 500 rather than a smaller number?
Because a colourway is a set of setups rather than a label. Every colourway carries a dye lot on the shell fabric, a webbing and binding lot, a print or embroidery setup, and a foam or laminate lay of its own. A line that changes colour between runs also has to purge and reset, and that time is real. At 500 units the setup is amortised across enough pieces to be invisible in the unit price; at 100 it is the largest single item in the bill of materials.
When does the sampling clock start, and what stops it?
It starts when the technical pack is final — dimensions, materials named by lot, artwork, hardware and tolerances all agreed — and not when the enquiry arrives. Sampling then takes 6-10 working days, extending to 12-15 for a complex build with a moulded cavity, a new hardware tool or a laminate that has to be developed rather than bought. What stops it is a change to any of those inputs during the window, which resets the affected part of the build rather than extending it politely.
Can one quantity be split across several colourways?
Yes, and it is quotable — but each colourway is costed separately and tested against the minimum on its own. The table below is the conversation that usually follows, written out once so it does not have to be repeated by email.
| Order shape | Per colourway | Meets MOQ | What it costs you | What we suggest |
|---|---|---|---|---|
| 1 style, 1 colourway, 500 units | 500 | Yes | One setup, one dye lot, one marker | The reference case; every quotation is built against this shape |
| 1 style, 2 colourways, 700 units | 350 each | No | Two setups spread across 700 units | Either run 500 plus 500, or launch one colourway and add the second on the repeat |
| 1 style, 2 colourways, 1,200 units | 600 each | Yes | Two dye lots and two print setups, each costed | Quotable as placed; the second colourway is priced separately |
| 2 styles, 1 colourway, 1,000 units | 500 each | Yes | Two sets of tooling and two markers | Quotable; tooling and testing are charged per style |
| First order of 300 units | 300 | Only on a repeat | Setup spread across 300 units | Buy one counter unit of an existing construction first, then run 300 on the repeat |
How Is the Delivery Date Calculated?
We do not promise the fastest 20 days. We promise a delivery date you can calculate, and the calculation is published because a date that cannot be taken apart cannot be checked. Everything below is measured from the day the sample is approved in writing, since approval is the only starting point both sides can evidence.
| Block | Share of the window | What it depends on | Can the buyer compress it? |
|---|---|---|---|
| Named materials called in and received | 30% | Fabric, foam, webbing and hardware being milled to the confirmed lot | Yes — approve a stock material instead of a developed one |
| Cutting, printing and assembly | 45% | Marker efficiency, print setup, line balance and the slot booked | No — this is the floor time, and it is what the slot buys |
| In-line inspection and correction | 7% | What the in-line check finds while there is still time to fix it | Indirectly — a written tolerance sheet shortens the argument |
| Final inspection at AQL 2.5 | 4% | Sample size under ISO 2859-1 and the count that follows it | No — a smaller plan is a weaker plan, not a faster one |
| Packing and export documents | 14% | Carton specification, packing list and customs entry | Yes — confirm the HS code and the carton spec before packing starts |
What is the single biggest block in the window?
Floor time: cutting, printing and assembly, at roughly 45% of the window. It is not padding and it is not negotiable by asking. It is the time a line takes to run a marker, set print, balance stations and finish a lot at a quality that survives inspection. A quotation promising materially less is either quoting a different lot size or quoting a slot that does not exist, and the difference becomes visible in week six rather than in week one.
Which part can a buyer actually shorten?
Two of the five blocks, and both sit at the ends rather than in the middle. Materials can be shortened by approving a stock fabric, foam and hardware instead of a developed lot — which is a specification decision, not a scheduling one. Packing and documents can be shortened by confirming the HS code, the carton specification and the marking requirements before packing starts rather than during it. The middle three blocks belong to the line, and no amount of urgency moves them.
What happens if the goods miss the vessel?
Under FOB Xiamen the risk transferred when the goods went on board, so a missed vessel after that point is a freight question rather than a production one — and it is precisely why the buyer nominates the forwarder. A missed vessel before loading is a scheduling question, and the answer is published: the next available booking, the date it gives, and what caused the slip. The full treatment, including why a twenty-day promise is not a plan, is set out in why the window is 35 to 50 days.

How Is Quality Checked, and What Happens When a Lot Fails?
A quality system is executable when each stage produces a document somebody signs and when the final stage is a count rather than an impression. Anything that depends on the mood of the person holding the torch is decoration. The last gate is a published sampling plan under ISO 2859-1, applied at General Inspection Level II, with the accept and reject numbers written into the purchase order before production begins.
| Lot size (pcs) | Sample size | Accept (major) | Reject (major) | Share of lot inspected |
|---|---|---|---|---|
| 281-500 | 50 | 3 | 4 | 10.0% |
| 501-1,200 | 80 | 5 | 6 | 6.7% |
| 1,201-3,200 | 125 | 7 | 8 | 3.9% |
| 3,201-10,000 | 200 | 10 | 11 | 2.0% |
| 10,001-35,000 | 315 | 14 | 15 | 0.9% |
What does AQL 2.5 actually decide?
It decides whether a lot is accepted, and nothing else. On a 2,000-piece order the plan takes 125 units, accepts the lot at seven or fewer major defects and rejects it at eight or more. That is 6.3% of the lot inspected. It is a lot-acceptance tool with a known operating characteristic, not a guarantee about any individual unit, and the report states the counts rather than an opinion. The full table is available as the AQL sampling table.
Is a stricter acceptance number always better?
Not in the way it is usually sold. A move from AQL 2.5 to AQL 1.5 lowers the accept number, but 1.5 is not among the grades normally paired with ISO 2859-1 or ANSI Z1.4 in commercial practice, so the move leaves the published plan and enters a bespoke one. What it genuinely changes is who carries the risk of a marginal lot, not how many defects leave the building — and the re-inspection and rework it triggers have a calendar cost of their own. The comparison is worked through in AQL 1.5 versus AQL 2.5.
Who pays when a lot fails inspection?
Whoever built outside the agreed specification — which is why the specification has to exist as a document rather than as a sample. A sealed golden sample plus a written tolerance sheet, with the measurement method stated for each dimension, is what settles the question. If the failure traces to a material or a construction that was approved in writing, the correction and the re-inspection sit on this side of the file. If it traces to a change requested after approval, the cost follows the change.

What Does It Cost and How Is Payment Structured?
Price questions arrive in three forms: what is in the unit price, why the payment is split the way it is, and which trade term the order should be placed on. All three are answered by the same principle — every number a buyer receives should be separable into the things that produced it.
What is actually inside the unit price?
Material, conversion and compliance, in that order of magnitude for most constructions. Material is the named fabric, foam or laminate, the lining, the webbing and binding, and the hardware. Conversion is cutting, printing or embroidery, assembly labour, and packing. Compliance is the testing and the certification the destination market requires. Tooling, samples and testing are quoted on separate lines rather than being folded into the unit price, because folding them in makes a repeat order impossible to compare against a first one.
Why is payment split 30 and 70?
Because the two halves buy two different things. The 30% deposit converts a reserved slot into a booked one, since named fabrics, foam and hardware are ordered against it and a mill will not hold a lot on a promise. The 70% balance is released against the shipping documents — the invoice, the packing list and the inspection report — which is what keeps those three documents in the same envelope as the release. Bank details are confirmed by callback to a number the buyer already holds before the first transfer, and they are never changed by email.
Which trade term should the order be placed on?
FOB Xiamen by default: the buyer nominates the forwarder and controls the freight, and the obligation on this side ends at a point a document can prove. It is not universal. Where the buyer has no forwarder presence on the lane, or where destination charges are unknown and uncontrollable, CIF or DDP can carry the risk better even at a larger number on the invoice. That is arithmetic rather than preference: the Incoterm decision tool allocates the risk and cost, and the landed cost calculator puts the eight lines behind the FOB figure into one landed number.
Which Compliance Documents Can You Issue?
Compliance is where a supplier's answer is either checkable or worthless, and the difference is scope. A certificate is issued to a named legal entity, for a named product scope, with a validity date. A certificate that does not carry all three is a photograph of somebody else's document, and a compliance department will find that out faster than a buyer will.
Are the certificates issued for my order, or borrowed from another one?
Issued for the order. BSCI, Sedex, REACH, CA Prop 65, CPSIA, GRS and OEKO-TEX documentation is provided against the scope that actually applies, with validity dates stated so an auditor does not have to ask. Recycled content is a special case and is treated as one: a scope certificate is not evidence of recycled content in a shipment, and the evidence is a transaction certificate issued per shipment against the material that was bought. That process is set out in the GRS transaction certificate guide.
What do REACH and Prop 65 cover on a bag order?
REACH, Regulation (EC) No 1907/2006, governs substances in articles placed on the European market, and the obligation that lands on a bag order is the candidate list declaration for substances of very high concern above the stated threshold, supported by material declarations per lot. CA Prop 65 is a California warning obligation rather than a ban, and it turns on whether a listed substance is present above the safe harbour level. Neither is satisfied by a generic statement of conformity; both are satisfied by declarations tied to the lots actually used.
How Does Shipping Work and Who Books the Vessel?
Two decisions sit behind every shipment and both are made long before the goods are packed: who nominates the carrier, and what line the goods enter under. Getting either wrong does not damage the bag; it damages the schedule and the entry.
Who nominates the forwarder under FOB Xiamen?
The buyer does. Under FOB Xiamen the seller's obligation ends once the goods are on board at Xiamen, and from that point the freight, the insurance and the risk sit with the buyer's nominated forwarder. That is the appeal: the buyer controls the routing and sees the true freight cost rather than a margin inside a delivered price. Where the buyer prefers otherwise, CIF adds carriage and insurance to the discharge port, and DDP adds duty and destination charges — and DDP cannot be priced without a confirmed HS code and a broker.
How is the HS code confirmed before shipping?
By the outer surface and the construction, confirmed against the tariff of the destination rather than against last year's paperwork. Bags with a textile or plastic outer surface generally enter under heading 4202, with the subheading following the material; duty rates are set by the destination tariff and they change, so a rate quoted in an email is an estimate to be confirmed with a licensed broker or against the official tariff. The Harmonized System is maintained by the World Customs Organization and revised on a five-year cycle. The HS code finder pins the line before the vessel is booked rather than after it sails.
How Do We Communicate While a Programme Runs?
A programme that is only discussed when something goes wrong is a programme being run by surprise. The reporting rhythm below is fixed at the start, and it exists so that the buyer's own planning system is updated by a document rather than by an impression.
What does the weekly report contain?
Four things, on a fixed day: where the order sits against the published milestone table, photographs from cutting, assembly and packing, anything that has moved and the date it now carries, and anything needed from the buyer before the next milestone can start. A report that contains only reassurance is not a report. If a block has slipped, the slip appears in the week it happens rather than in the week the goods were due.
What should be escalated, and to whom?
Three categories, and all three go to the named programme manager rather than to a general inbox: a change to the specification, a change to the date, and a change to the quantity. Everything else — photograph requests, packing queries, document copies — is routine and is answered the same day. Changes are confirmed by email with a revision date, because a change agreed in a chat window is not a change anybody can quote back when the repeat is placed.
Eight answers worth reading twice
- The entity on the quotation is QUANZHOU JUNYUAN BAGS, and its full registered name is printed once, on the about page.
- MOQ is 500 pcs per style and colourway, and it is a setup calculation rather than a policy — 300 is workable on a repeat.
- Sampling takes 6-10 working days from a final technical pack, and the clock does not start when the enquiry arrives.
- Bulk takes 35-50 days from written sample approval, and roughly 45% of that window is floor time that urgency cannot move.
- The last gate is a count: AQL 2.5 under ISO 2859-1 at General Inspection Level II, with the numbers in the purchase order.
- Payment is T/T 30/70, and the deposit is what converts a reserved slot into a booked one.
- FOB Xiamen is the default and the buyer nominates the forwarder; CIF and DDP exist for lanes where the risk sits better elsewhere.
- A certificate without a named scope, a named legal entity and a validity date is a photograph of somebody else's document.

Frequently Asked Questions
Which company name appears on the quotation and the invoice?
QUANZHOU JUNYUAN BAGS appears on the quotation, the inspection report, the packing list and the commercial invoice. KEEP PERFECT BAGS is the name of this site only. The full registered legal name is printed exactly once, on the about page, so that bank paperwork and customs entry documents always carry the same version.
Is this a production site owner or a sourcing operation?
It is a sourcing and programme-management operation. Planning, specification review, scheduling, inspection and export documentation are run from Quanzhou; ownership of the buildings, machines and employment contracts belongs to an SGS-validated partner production facility, booked against 7 production lines, 149 machines and 200,000 pcs per month.
How long have programmes been running?
Since 2014, which is 12+ years of continuous programme work. What that buys a buyer is a set of constructions that can be quoted without research and a set of failures that have already been seen once — not a longer list of adjectives.
What is the minimum order quantity?
500 pcs per style and per colourway. Each colourway carries its own dye lot, trim lot, print or embroidery setup and material lay, so the minimum applies per colourway rather than to an order total. On a repeat, where the setup already exists, 300 pcs is workable.
How long does sampling take?
6-10 working days from a final technical pack, or 12-15 working days for a complex build with a moulded cavity, a new hardware tool or a developed laminate. The clock starts when the pack is final, so artwork still in draft means no clock has started.
Can I split one quantity across two colourways?
Yes, and each colourway is costed separately and tested against the minimum on its own. One thousand units as two colourways of 500 is quotable; seven hundred as two of 350 is not, because the second setup has to be amortised across 350 units.
How long does bulk production take?
35-50 days from written sample approval. The window is built from named blocks: materials arriving, cutting, printing and assembly, in-line correction, final inspection, and packing with export documents. Add 6-10 working days of sampling before any of it begins.
Can the delivery date be shortened?
Two of the five blocks can be compressed by the buyer: materials, by approving a stock lot instead of a developed one, and packing, by confirming the HS code and carton specification early. Cutting, printing and assembly is floor time and is not compressed by asking.
What happens if my goods miss the vessel?
Under FOB Xiamen the risk transferred when the goods went on board, so a slip after loading is a freight question for the nominated forwarder. A slip before loading is a scheduling question, and the answer comes with the next available booking, the date it gives and the cause of the slip.
What inspection standard applies to my lot?
AQL 2.5 under ISO 2859-1 at General Inspection Level II, with the sample size and the accept and reject numbers written into the purchase order before production starts. The report states counts rather than opinions.
How many units get inspected on a 2,000-piece order?
125 units. Under ISO 2859-1 at General Inspection Level II, a 2,000-piece lot falls in the 1,201-3,200 band with sample size 125; the lot passes at seven or fewer major defects and fails at eight or more. That is 6.3% of the lot inspected.
Is AQL 1.5 better than AQL 2.5?
It is stricter on the accept number, but 1.5 is not among the grades normally paired with ISO 2859-1 or ANSI Z1.4 in commercial practice, so the move leaves the published plan. It changes who carries the risk of a marginal lot rather than how many defects leave the building, and the rework it triggers has a calendar cost.
What is actually included in the unit price?
Material, conversion and compliance. Tooling, samples and testing are quoted on separate lines so that a repeat order can be compared against a first one, which is impossible once those costs have been folded into a single unit figure.
Why is payment 30% and 70%?
The 30% deposit books the materials and the production slot, because named fabrics, foam and hardware are ordered against it. The 70% balance is released against the shipping documents — invoice, packing list and inspection report — which keeps those three in the same envelope as the release.
Which Incoterm should I place my order on?
FOB Xiamen is the default: you nominate the forwarder, you control the freight, and the seller's obligation ends at a point a document can prove. CIF adds carriage and insurance to your discharge port; DDP adds duty and destination charges and needs a confirmed HS code and broker before it can be priced.
Can you issue REACH and Prop 65 documentation?
Yes, against the scope that applies to your order, with validity dates stated. REACH, Regulation (EC) No 1907/2006, requires a candidate list declaration supported by material declarations per lot; CA Prop 65 is a warning obligation that turns on listed substances and safe harbour levels.
How is recycled content evidenced?
By a transaction certificate issued per shipment against the material that was actually bought, not by a scope certificate borrowed from another order. A scope certificate shows an entity was audited; a transaction certificate shows what went into your goods.
Who books the vessel under FOB Xiamen?
Your nominated forwarder does. The obligation on this side ends once the goods are on board at Xiamen, after which freight, insurance and risk sit with you. That is why FOB is the default: the buyer sees the true freight cost instead of a margin inside a delivered price.
How is the HS code for my bags confirmed?
From the outer surface and construction, checked against the tariff of the destination. Bags with a textile or plastic outer surface generally enter under heading 4202 with the subheading following the material. Duty rates are set by the destination tariff and change, so confirm the rate with a licensed broker or against the official tariff.
How often will I hear from you during production?
Weekly, on a fixed day: the position against the published milestone table, photographs from cutting, assembly and packing, anything that has moved with its new date, and anything needed from you before the next milestone. A slip appears in the week it happens rather than in the week the goods were due.
People Also Ask
What is the MOQ for custom bags?
500 pcs per style and per colourway, and 300 pcs on a repeat. The minimum is a setup calculation — a dye lot, a trim lot, a print setup and a material lay per colourway — rather than a policy, which is why it applies per colourway instead of across an order total.
How long does a custom bag order take from enquiry to shipment?
Add the sampling window to the bulk window: 6-10 working days from a final technical pack, then 35-50 days from written sample approval. Both clocks are conditional — sampling on the pack being final, bulk on approval and on the deposit clearing.
What does AQL 2.5 mean in practice?
It is a lot-acceptance plan under ISO 2859-1 at General Inspection Level II. On a 2,000-piece lot it inspects 125 units and accepts at seven or fewer major defects. It decides whether a lot ships, and it is not a guarantee about any individual unit.
Which documents come with a custom bag shipment?
The commercial invoice, the packing list, the inspection report with its counts, the export documents required for customs entry, and — where the market or the material requires it — the compliance certificate set and a transaction certificate for recycled content.
Do I need a technical pack to get a quotation?
No, but the sampling clock starts when the pack is final rather than when the enquiry arrives. An enquiry without one is answered within one working day with the numbered list of fields still open, so the buyer can decide what to supply.
